Dr. Anthony Sammut

Anthony Sammut holds a B.A. in Maltese, Arabic and History of Mediterranean Civilization, a B.A. (Hons.) in Literary Studies, a P.G.C.E. in Educational Theory, and an M.A. (with distinction) in Applied Linguistics from the University of Malta.

Whilst studying for his M.A. thesis, he successfully completed the whole taught course of the M.Ed. programme in Educational Studies. Following this, he was awarded a scholarship as part of the Malta Government Scholarships Scheme (M.G.S.S.) to read for a Ph.D. in Education at the University of Sheffield, UK. He obtained his Ph.D. (without corrections) in 2024, with a thesis entitled Enacting a Learner-Centred Curriculum Policy Reform in State Middle Schools in Malta. His research involved the critical analysis of learner-centred policy discourses, as emanating from the National Curriculum Framework (NCF) and the English Learning Outcomes Framework (ELOF), school leaders’ and teachers’ enactment of the NCF and ELOF policy texts, as well as students’ perspectives of learner-centred practices.

Dr. Sammut worked as a language teacher in various state secondary schools in Malta for over twenty years. He also served as Assistant Head of School. In 2008, he was appointed as Head of College Network to lead St. Nicholas College, and in 2014, he also concurrently led St. Clare College. Between 2015 and 2021, he served as Curriculum Policy Advisor within the Directorate for Learning and Assessment Programmes. In his current role as Director of the Research and School Internal Review Directorate, Dr. Sammut leads his team in conducting research activities to inform policy and practice, whilst at the same time supporting colleges and schools in developing their capacity to become communities of reflexive practice.

His experience also includes work for the European Union Programmes Unit, as Evaluator and Independent Assessor of EU projects; the MATSEC Board, as an oral examiner; the Faculty of Media and Knowledge Sciences, as Visiting Lecturer; as well as the Faculty of Education of the University of Malta, as Visiting Senior Lecturer. Dr. Sammut has also published academic articles on topics relating to educational research.
